When you use the Steam browser it saves some information from websites in its cache and cookies, including your login. Clearing them fixes certain problems, like loading or formatting issues on sites. This time it seems to have made my frametimes in CS:GO more stable which makes the games feel smoother. I don’t know why, but I’m guessing it got worse after a recent update.

Clear download cache page:
Please try this:
1. Steam → Settings
2. Web Browser → Delete cache + Delete cookies
3. Downloads > Clear download cache
4. Steam should restart & log in again
5. Start CS:GO & it should re-initialize
6. Play as usual
This fixed it for me. Let me know if it works for you.
